City Cup Tournament

At the end of the regular season, all recreational team in Divisions 3, 4, 5-Upper, and 5-Lower are invited to participate in the FRYSC City Cup tournament. This gives teams who may not have done well during the regular season another chance at a championship. They get to display their improvement, abilities, and skills learned during the regular season while competing in this tournament. The tournament is similar to the "World Cup" format in that teams are placed in pools (or brackets) and the teams in each pool play each other.

Here are the rules for how teams are seeded for City Cup (taken from the handbook).

5.5.1. At the end of the regular season Divisions 3, 4 and 5 teams shall play in a FRYSC City Cup Tournament. The format of such tournament shall be prepared by the Schedules and Standings Committee, and shall be subject to Board of Directors approval.

FRYSC CITY CUP TOURNAMENT RULES

1. The FRYSC City Cup Tournament is for teams in Divisions 3, 4, 5U and 5L and shall be played under FIFA Laws except as modified by CYSA-South rules modified for youth competitions, and FRYSC rules except as noted herein.

2. The Tournament Committee can only make decisions relating to the interpretation of the Tournament Rules. Disputes relating to the interpretation of these rules will be resolved with the administration/coaches that are registered with the involved team(s). Individuals may not represent a team if not registered as an administrator/coach with the involved team(s). The Tournament Committee shall resolve any situation not covered by these rules.

Kicks from the Penalty Mark Procedure to Determine a Winner

The following describes the FIFA rules to determine the winner using "Kicks From The Penalty Mark".

The referee chooses the goal at which the kicks will be taken and keeps a record of the kicks being taken.
The referee tosses a coin and the team whose captain wins the toss decides whether to take the first kick.
Subject to the conditions explained below, both teams take five kicks. The kicks are taken alternately by the teams.
If, before both teams have taken five kicks, one has scored more goals than the other could score, even if it were to complete its five kicks, no more kicks are taken.

Division Commissioners are the tournament scorekeepers and determine which teams advance in each round of the tournament. The Division Commissioners will

Seed pool play using the results of the fall season.
Collect scores of tournament games from coaches.
Report scores to the Director of Schedules and Standings.
Post the results and standings at the fields.
